COMMUNITY ENGAGEMENT COMMITTEE - NEW

Chair: Councillor Brigitte Gall – bgall@mindenhills.ca

This Committee will provide a variety of community-based organizations (Social service providers, ratepayer associations) with a direct link to their local Council. This committee will also make recommendations to Council on what it can do to stay more connected to the community. The Committee will recommend to Council and Staff on Town Hall Meeting content, website content, and making Council agenda, staff reports and budget details available to the public on the municipal website.

Monday, November 14, 2011

Minden Hills Municipal Office, Board Room

Motion moved to adopt today’s Agenda and the Minutes of the October 17, 2011 meeting.
Jeanne seconds motion. CARRIED

CEC Chair introduces Larry Clarke Chair of the Economic Development Committee, Cheryl Murdock, Chair of the Planning Committee and Rick Cox, Director Community Services.

PUBLIC NOTICE BOARD:
- Discussion followed regarding updating signage in and around Minden.
- Brigitte reports back that the Minden Post Office has agreed in principal to the installation of an information signboard placed in front of the Post Office beside the driveway to the Thurston property at the corner of Water Street and Bobcaygeon Road.
- Signage challenge includes unification-do we want to unify or not?
- Larry Clarke presented committee with a list of “Best Practices” – will send electronic copy to Chair to be distributed to members.
- To be reviewed to determine what is in need of attention or consideration.
- It was noted that the Economic Development Committee is looking at the bigger picture ex. Billboards on the Hwy - both the ECDC and the CEC are recommending a signage plan.
- CEC - to keep locals and people visiting town notified of events.
- Rick Cox indicates that he believes that the CEC will work within the ECDC “sign plan”.
- It was noted that the Community in Action signage was picked up by the Snowmobile Association to direct people to the snowmobile route.
- Continuity in signage is very important.
- Branding is important-“In Season Every Season” is already established by the Township.
- Utilize GPS maps that already exist.
- Establish what signs are at pedestrian scale and what are at vehicle scale.
- Recommendation to go forward with the first information sign and then follow-up with feedback from users and viewers.
- Rick Cox will forward the cost of the snowmobile signs.
- Recommended that the Township formally ask to use the space in front of the Minden Post Office to erect the signboard – after council approval of Notice Board in principal.
- Discussion entailed as to what Department within the Township “owns” this signboard project.
- As all departments will be utilizing the signboard it is thought all should share the cost of construction.
- Kate has provided the costs associated with the Coe Hill Community Bulletin Board.
- Built at a cost of $2500.00 in 2008-see attached.
- Committee needs to decide on the size of the sign for the budget “ask”.
- Noted that the Snowmobile Signs are 4’ x8’.
- Recommended to have the sign budget supported & moving forward, and that costs should come from the Economic Development portion of each budget.
- Rick Cox will bring this to the Treasurer for her consideration.

Motion to ask for $5000.00 for this project in the 2012 Budget
Moved by Jeanne Anthon - Second by Kate Hall. CARRIED

- Cheryl Murdoch will take the plan to Building and Planning Dept. to find out if we can move ahead.
- Report prepared for Budget Committee and for Council by November 28, 2011 to Rick Cox for Agenda deadline.
- a breakdown on what this looks like to each department.

WEBSITE:
- Prior to the meeting the websites of some other neighbouring Townships were viewed for comparison (Algonquin Highlands, Highlands East, Township of Greater Madawaska) to our own.
- Discussion followed regarding challenges with Municipal Website.
- search feature doesn’t always work.
- users don’t realize there is a double scroll feature.
- costs to upload information incurred for each change resulting in ongoing yearly costs are prohibitive.
- current site not fully accessible to mobile devise users.
- information on some pages not always updated on Minden Hills site.
- It was noted that after the initial set-up the annual hosting cost could be as low as $250.

Motion made by Cammy George that the CEC make a recommendation to Council to put out a Request for Proposal to redesign the Township of Minden Hills website with an additional (to the $5000.00/annual) allocation from the Administration Budget of $5000.00 plus an additional one-time $2000.00 budget for training.
Second by Kate Hall. CARRIED
