PLANNING AND DEVELOPMENT COMMITTEE - NEW |

This committee will make recommendations to Council on the upcoming Official Plan update process. This will involve working with the Township’s Planning Consultant, Chief Building Official, Planning Administrator and various stakeholder groups. The Committee will also make recommendations to Council on new Zoning by-law development and assist in any land use changes needed to facilitate the growth and development of Minden Hills. Prospective Committee members should have a strong interest in rural community planning and development.

November 28, 2011 Held in the Minden Hills Council Chambers
Present: Cheryl Murdock Chair, Elinor Kernohan Planning Administrator, Kate Hall, Gary Stoner, Walter Reed, Larry Clarke, Shirley Jones & Jeanne Anthon Guests: Jane Tousaw Director of Planning County of Haliburton, Chris Jones Meridian Planning Consultants & Stefan Szczerbak, Planner Township of Lake of Bays.
Jane Tousaw addressed the need to conform the Minden Hills Official Plan to the County Plan. She acknowledged only fine tuning is expected. Attached are her speaking notes. Tousaw indicated there would be further news on the Tree cutting Bylaw in Jan. 2012.
Stefan Szczerbak presented an overview of the Development Permit System. Currently the DPS has been adopted in only three Municipalities: Gananoque, Lake of Bays and Carlton Place. His PowerPoint is attached below. In Lake of Bays, the DPS only applies to waterfront properties.
Chris Jones detailed policy matters to be addressed in the Background Report. The list is attached below. He will draft a policy regarding the DPS for the Committee’s consideration. It was made clear that even if we provide for the opportunity to use the DPS in our OP, we would still have the option to use or not.
Chris is still gathering statistics and researching septic monitoring programmes used by other municipalities to be included in the Background Report. This Report in draft should be available to us before Christmas.
He reviewed comments received from Communities in Action Committee & HKPR District Health Unit, Canning Lake Property Owners’ Assoc, and Don Benson of Mountain Lake.
Larry Clarke presented points discussed by the Economic Development Committee regarding the lack of available land suitable for warehousing or light industrial use as a significant barrier for expansion of local businesses and attraction of new businesses to the Minden Hills area. He indicated several potential sites although they are in private hands. The Committee agreed that these avenues must be pursued. His map will become part of the Background Report.
Chris noted that Minden Hills has extensive undeveloped property within the settlement area.
