This Committee will make recommendations to Council on the current and future needs of the Minden Volunteer Fire Department. The Committee will assist staff in benchmarking Mindens fire department with departments in other similar sized communities.

MISSION STATEMENT Before Revisions: We, the members of the Minden Hills Fire Department, dedicate our efforts to provide for the safety and welfare of the public through preservation of life, health, property, and the environment.
Replace MFD with Protective Services Committee 2nd phrase applies to OPP as well leave in Should reiterate committee gives advice or recommendations Committee expresses concerns. We must remember council has last word on our recommendations Discussion on length of mission statement, too wordy leaves the committee less action to act on in certain circumstances. Committee felt it would be nice to leave the mission statement wording flexible, to leave room for growth or other possibilities. Keep in mind, Fire Chief has provincial level rules and regulations that cannot be changed. Health and safety issues for his Firefighters- have policies in place. Keep play on words involving, Fire Department and welfare of public/ratepayers. Not many changes to mission put forth by Fire Chief, just slight change in words involving around health and Safety, welfare of public and Firefighters adhering to OFM, Ministry of Labour and provincial statues. Maybe some tweaking with the By-law 2004
After Revisions: We, the members of the Protective Services Committee, dedicate our efforts to prepare recommendations to council for their consideration in order to assist in the safety and welfare of the public and members of the fire department.
FIRE DEPARTMENT S WISH LIST:
LISTED IN PRIORITY ORDER #2, Air Bottle Fill Station, was discussed during budget deliberations. Would be of benefit to prioritized list. Could use system to fill scuba air packs Haliburton Fire Dept. provides this service Air tanks have approx. 15-20 minutes of breathing time MFD had 40 bottles of air - ran out of air once on a mutual aid call, had to exchange tanks during fire. During practice, air is not used; having the fill station would allow practice use. If MFD advertised filling scuba tanks & charge for service. Scuba tanks may require different filling methods?? Need to seek liability advice from insurance. Would the solution be to have more tanks available, approx. 80, too expensive each tank is $800.00- $1000.00 per tank # 3, Hand held radios for MFD, currently have 8 Idea is to gradually purchase radios for all member of MFD Average firefighters attending to a fire is 15 7 more radios in 2012 budget would be sufficient, cost would be around $5000.00 #4 New ATV with track system. Deals are usually given to FDs Sometimes agreements with dealerships are made for yearly loan of equipment, with intent to purchase after the year with discount rates. Tracks system would be necessary. Cost for new ATV- bigger unit is $14, 900.00 Usage for ATV & Snowmobile is 3 or 4 time within the year, plus practice No major rush for this equipment, both vehicles are in good shape #1Utility Trailer would like this item to house equipment, PPE, extra clothing and vehicles within the trailer. Should try to work some of the items in over the next couple years before budget time. Could the committee assist the MFD by making a few phone calls regarding insurance liabilities or price quotes for the wish list. Our Interim Clerk will make the insurance calls; this is something that is done on behalf of the Township.
REVIEW OF FIRE DEPARTMENTS SUMMARY REPORTS FOR JULY AND AUGUST: Fire Dept. tends to receive more EMS calls. 40% of calls for medical are related to breathing difficulties. Our percentage for last year was 49% medical Every MVA is a tier response, meaning Ambulance, OPP and Fire attend unless its a minor call then just OPP are dispatched. False Alarms, after the 3rd call, we can issue the response a charge, the Fire Chief decides. Most calls are the duration of 1 hour.
OTHER BUSINESS: Community Emergency Management Coordinator (CEMC) is responsible every year for setting up a training and exercise day for the municipal control group. Would like to have a similar meeting for the committee, roads staff, finance staff and Joanne, EMO in the New Year.
