SOLID WASTE MANAGEMENT COMMITTEE
Chair: Councillor Lisa Schell – lschell@mindenhills.ca

The Township operates two landfill sites (Scotch Line & Irondale) plus three transfer stations (Little Gull, Ingoldsby & Iron Mine). This Committee will make recommendations to Council on issues including ways to extend the life of the Scotch Line landfill. They will be asked to assist staff in identifying best practices in solid waste management, particularly in small rural municipalities which deal with brush, household garbage, scrap, recyclables and construction material. They will make recommendations to Council on ways to increase financial return from waste (e.g. investigate the benefits of investing in weigh scales) and how to generate increased return from scrap metal sales.

SOLID WASTE ADVISORY COMMITTEE MINUTES
May 17TH, 2011 @ 4:30 p.m.

Minden Hills Council Chambers

1. Approval of Minutes from April 13th, 2011 meeting
Minutes were received as submitted. The Deputy Clerk advised that Gayle Short of Algonquin Highlands had emailed asking if Minden Hills wished to be part of the advertising campaign, along with the other three Townships in this County, regarding the Cottage Kits. Laura to advise Gayle Short that Minden Hills wants to be included and to have Gayle contact Lisa directly.

2. Assign Committee member to take minutes for future meetings
After discussion it was agreed that committee members would take turns taking minutes for the Solid Waste Committee meeting. Rick Ratcliff volunteered to do minutes at the next meeting. Lisa asked that the minutes be forwarded to everyone for review and correction upon completion. These minutes will be placed on the Council Agenda following each meeting.

3. Update from Chair regarding chipping
Lisa advised that the Township had put out a call out for tender and received two submissions; both of which were substantially higher than the amount budgeted for. A company came as a delegation at the last council meeting and advised council that they could take the items in the chipping pile and haul them away. They recycle what they can and take the remainder to the landfill close to their location (Peterborough). The wood will be removed and provided to someone for fuel. A quote was subsequently sent to the CAO after council and, as it is higher than the required amount noted on the Township’s procurement policy, it will be required to be tendered. Ivan Ingram had spoken with council and advised that sand could then be used for cover. This will still be much cheaper than having a company come in and grind this pile. The Township’s Certificate of Authority (C of A) will also have to be amended and application will be made to the Ministry of the Environment (MOE) by the Township in this regard.
Everyone appears to be happy that this will help provide more life to this landfill site. Once the Township tenders for this program, it will be responsible for providing an excavator to assist in loading the items into the bins and they will haul the material away. This specific company runs two loads per day. Haliburton is currently using this company and are quite happy with their service. It was suggested that perhaps a trailer(s) could be left there to place the items directly into it rather than having to dump/move it twice.

4. Update from Chair regarding Shrink Wrap
Lisa discussed the Shrink Wrap program and advised that the Township was proceeding with this program as well, and will be applying to change their C of A. Each Shrink Wrap will cost $5.00 (same as Dysart et al). The Township will possibly contact the local marinas to determine if they wish to negotiate a service with the Township as it will assist them providing a service to their customers as well. The Municipality of Dysart et al appears to be pleased with this service. Lisa advised that there should be no cost to the Township and this service will break even.

5. Extra bins for landfill
Jay Garbutt advised that he had spoken with the previous Environmental and Property Operations Manager and then recently approached Councillor Schell with regard to having additional recycling bins placed at the Scotch Line Landfill site as he has concerns with the recycling bins overflowing during the summer months. He is allowed to only take one bin from the Township per day to Bracebridge. Lisa has spoken with the Treasurer and she has suggested that this matter be taken to this committee for comments and/or recommendations to Council. Prices received to purchase 40 yard bins was $5,600.00 and $6,500.00, respectively. Jay described the logistics around supplying the current bins to the Township. Jay is suggesting that there be a total of (minimum) 8 bins; currently there are 5. He would actually like to see 6 more bins added for recycling. It has been suggested that perhaps the Township can determine if a better deal can be negotiated if we purchase in quantity.

6. Seasonal campers - landfill passes
Lisa introduced Councillor Larry Clarke who spoke about the need for landfill cards to be provided to renters of camp grounds. Rick Ratcliff advised the committee that there are a number of camp grounds in the area and if you provide to one, you must provide to all. Then there are rental units (seniors, Floralyn, etc.) in the area and they will also want a card each. It was felt that many of these types of businesses are “private businesses” and they are receiving compensation from the people renting to provide waste disposal services. Larry felt that many long term campers had “add ons” and enhanced their rental/park and MPAC has come and assessed them and they are charged a higher fee. They feel they should have more services because of the reassessment. It was added that the other townships in our County do not offer additional landfill cards to “renters” of units/camp ground spaces. Hunter Creek residents do not get individual landfill passes;
they pay the private owner directly to have a garbage service. Lutterworth Pines residents own their land and they are allowed to have 2 dump cards according to the current Landfill Policy (#4). Larry suggested that there should be policies setting out who qualifies and who does not – there needs to be some clarity. Lisa advised that we currently have a Policy and that a copy could be provided to anyone asking. Laura will provide a copy of the policy to both Councillors Clarke and Schell. After discussion it was noted that if additional cards were provided to non-land owners, it could possibly cause another 750 vehicles to use the Township’s landfill service. The Chair asked for consensus of the committee and it was agreed that the current policy should stand. Members felt that only “land owners” should be allowed to have dump cards, and leave the private businesses to receive their monetary fee and provide a service to their customers.
Lisa advised that these minutes will go to Council with the Committee’s recommendation. It was also noted that this matter has gone to Council many times in the past, with each new Council, as the private businesses are hoping eventually a new Council will change the Policy, but none have.
Lisa thanked Councillor Clarke for bringing this matter to the Solid Waste Advisory Committee for discussion.

7. Other Business
Cottage Kits – Lisa confirmed that Gayle Short of Algonquin Highlands could contact her regarding Minden Hills being included in the advertising - providing Cottage Kits. Lisa feels it is good to have a County-wide initiative for this program.
County Waste Committee – Lisa advised that this committee, now consisting of staff, meet quarterly. There is no Council presence at this time.
